The 16th session of the General Assembly of the IICAS,
which was held in Tashkent (Uzbekistan) on 14 November 2023, elected Mr. Evren
Rutbil (Turkiye) to the position of the Director of the International Institute
for Central Asian Studies for the period 2024-2027. He became 6th Director of
the institute since its creation in 1995. Previous Directors of the IICAS are Mr.
Ashraf Akhmedov (Uzbekistan), Ms. Kadicha Tashbaeva (Kyrgyzstan), Mr. Shahin
Mustafaev (Azerbaijan), Mr. Pilho Park (Republic of Korea) and Mr. Dmitriy
Voyakin (Kazakhstan). According to the Statute, the appointment of the Director
should reflect the principle of balance and rotation between Member States of
IICAS. Mr. Evren Rutbil is very familiar with activities of IICAS since he
represented Turkiye in the Academic Council of the institute. Moreover, he
coordinated hundreds of technical cooperation projects in various sectors
including education, agriculture, health, production, media, culture,
vocational training in the region, being coordinator of TIKA (Turkish
Cooperaton and Coordination Agency) in Central Asian countries during 2010-2020.
Mr, Evren Rutbil holds Masters Degree in Social Policy
Bachelor Degrees in Economics of the Middle East Technical University in
Ankara.He was awarded by the Medal of Honor of the Government of the Kyrgyz
Repubic in 2017. Mr. Evren Rutbil is fluent in English, French, Russian with
basic knowledge of Uzbek, Kazakh and Kyrgyz languages. The staff of the International
Institute for Central Asian Studies delighted to welcome new Director and
strongly believe that his expertise will make IICAS a global success!
