The "Nomads" World Cultural Festival
was organized in the Nalaikh District of Mongolia between 18 and 20 of August
2023. The festival has been organized by the Government of Mongolia on the
occasion of the 20th Anniversary of the UNESCO 2003 Convention for the
Safeguarding of the Intangible Cultural Heritage (ICH), aiming to acclaim the
nomad’s contribution to the culture of humanity, developing cultural
cooperation among countries with nomadic heritage, enhancing the intercultural
dialogue, and strengthening peace and unity while promoting and disseminating
the richness of nomadic heritage. As part of the festival program, ICH bearers
from Kazakhstan, Kyrgyzstan, China, Russia, Hungary, Turkey and all provinces of
Mongolia demonstrated showcases of the diverse ICH expressions through
captivating performances. Representatives from international organizations such
as UNESCO, IICAS, CRIHAP, ICHCAP, IRCI and IISNC had
contributed to the elaboration of the “Nomadic Living Heritage Safeguarding
Declaration” adopted during Consultative Meeting organized within framework of
the festival. The document, among other important recommendations, urges to
create and develop comprehensive research and international cooperation network
that encompasses professional organizations, scholars and bearers. In this
regard, Silk Roads Living Heritage Network, established with support of ICHCAP
and IICAS in 2021, could be considered as a good example of international
cooperation in the field of ICH.
