The 3rd International Conference on "Information and Communication in the Digital Age: Explicit and Implicit Impacts" was held in Khanty-Mansiysk (Russian Federation) in 17-18 June 2021 (https://itforum.admhmao.ru/2021/program/programma-konferentsii-yunesko/).       The conference was organized within the framework of the XII International IT Forum and the UNESCO “Information for All” Program (IFAP). The main organizers of the conference were the Government of the Khanty-Mansiysk Autonomous Area – Ugra, Russian Committee of the UNESCO IFAP, Interregional Library Cooperation Centre, Commission of the Russian Federation for UNESCO and UNESCO Institute for Information Technologies in Education. The International Institute for Central Asian Studies (IICAS) provided academic support to the conference. The online conference brought together more than 120 participants from 58 countries representing intergovernmental, international, regional and national governmental and non-governmental organizations, universities and research centres. The Third Conference made a greater emphasis on the socio-cultural and philosophical aspects of the impact of artificial intelligence (AI) technologies on humans and society. The conference put a special focus on the following topics: (1) The emerging model of “surveillance capitalism”; (2) The revolution of values: new interpretation of rights and freedoms; and (3) Digital technologies and society.

IFAP was established in 2001 as a flagship intergovernmental UNESCO programme for the purpose of assisting Member States in formulating and implementing balanced national policies of building inclusive knowledge societies. IFAP is based on inter-disciplinary, cross-sectoral and integrated approaches.
