The President of the Republic of Uzbekistan Shavkat Mirziyoyev, in his message to the Oliy Majlis dated January 24, 2020, requested the government to expedite the inscription of Uzbekistan’s monuments and sites in the UNESCO World Heritage List.

On behalf of the Deputy Prime Minister of the Republic of Uzbekistan Aziz Abdukhakimov an international expedition to the Republic of Karakalpakstan was arranged to assess potential Outstanding Universal Value (OUV) of the cultural heritage of the region and develop a further strategy to achieve the goals set by the President. The National Commission for UNESCO, the Ministry of Culture of the Republic of Karakalpakstan, as well as regional governments (khokimiyats) provided the researchers with full and comprehensive assistance.

The international expert group, which carried out comprehensive scientific research under the auspices of the International Institute for Central Asian Studies (IICAS) and with the support of University College London (UCL) within the framework of the Central Asian Archaeological Landscapes project, comprised regional and international experts in the field of archeology, architecture, history and heritage documentation.

For the first time in the history of Central Asia, such a high-tech, high-precision and large-scale work has been carried out on detailed documentation of objects using most advanced methods and equipment. To collect the data array, three unmanned aerial vehicles were used. Four special field groups travelled over 8000 km. As a result, data on 53 regional monuments was collected, over 67,000 aerial photos and 144 videos were taken. A total area of over 5,000 hectares was carefully scrutinized.

An immense data set collected through the field trip will be processed by the specialists of IICAS, who use innovative developments to achieve the assigned tasks: complex combinations of specialized programs for graphic editing, 3D modeling, photogrammetry and geographic information systems.

The result of intensive research will be a super-detailed aerial orthophoto mosaic and a three-dimensional model of each monument, on the basis of which natural, architectural, infrastructural, household and other elements will be determined; conclusions are drawn about the existing risks and mitigation measures are suggested.

The digital elevation model (DEM) of the sites will allow the most complete assessment of the features of the urban and natural landscapes, as well as obtain a detailed topographic map of the territory.

Detailed 3D models of architectural complexes that fully convey the entire spectrum of visual perception of both the structure and its individual elements (documentary accuracy of shape and geometry in real scale with georeferences, high-resolution texture that allows for visual assessment of the state of conservation of minor details and etc.), will not only serve the baseline data for remote study of monuments, but will also allow prospectively to carry out monitoring of each object, which is important for understanding of the state of conservation.

The recommendations developed by an international expert group on the basis of large-scale research will make it possible to form a global strategy for the preservation of unique objects of history and culture of Uzbekistan and a program for their inscription in the prestigious UNESCO World Heritage List.
